Just thought of an idea for what looks like the weak option of not choosing a paragon path but instead "multi-classing".
This seems weak b/c you don't get the nice 11th x 2, and 16th paragon features. You do get more flexibility in your "paragon" powers, but that is already handicapped with the level limits.
What if you got the rest (or most) of your 2nd class' class features distributed over 11th-16th level.
So for Paladin:
11th level: Implement, Lay on Hands, Channel Divinity
16th level: Divine Challenge at will
Rogue:
11th level: Artful or Brutal, rogue weapon talent, first strike
16th level: sneak attack at will
Maybe this is too powerful, but those paragon path features can be pretty sweet.
