Multi-classing question

With the pact initiate feat (infernal pact) The paladin in our game has Hellish Rebuke as an encounter power (RAR). At 13th level, the character can replace an encounter attack with a new one of a higher level.

Should he be able to replace Hellish Rebuke with say Harrowstorm? And is there a ruling on replacing powers re: do they need to be from the same class as the power being replaced, or can they be from the multi-class character's second class? In the description of the power when taken this way, even the WOTC character builder calls it an encounter power instead of an at will, including changing the wording and color coding on the power card.

As long as I am questioning the options for this character, what about Reaper's Touch (Dragon #372) If using Eldrich Blast as a melee basic attack with a pact blade, would the player add the proficiency bonus for the weapon? I get that he is using it as an implement, so I am ruling not, but the argument that the power has become a melee attack have some merit.

No he cannot change that power for another one. It is still an at will power but it can only be used once per encounter. Relying on the CB is risky, as it is a program...and still full of errors (and always will be at the rate they introduce new content!) EDIT: saying that I just ran it through the CB and it won't let you retrain ;)

If he is doing a melee attack with the pact blade I don't think he gets the proficiency bonus because it is not a 'weapon' keyword feat. That is just IMO and not running a warlock, hopefully someone who has better experience and knowledge.

From PHB, p. 27 in the Powers section:

At 13th, 17th, 23rd, and 27th levels, you can replace any encounter attack power you know from your class with a new one of your new level (or an encounter attack power of a lower level, if you choose).

Since the character is Paladin class, it does not appear that he'd be able to retrain a non-Paladin power, only a Paladin attack power. And in case you think he's also Warlock class from the Class-Specific Feats section on PHB p. 208:

A character who has taken a class-specific multiclass feat counts as a member of that class for the purpose of meeting prerequisite for taking other feats and qualifying for paragon paths.

It would appear that he's only a Warlock for feats and PP's.

What the Paladin can do is to retrain a Paladin Power to a level 13, take the Novice Power feat, and retrain the level 13 Paladin attack to a level 13 (or lower) Warlock attack.

That makes sense. In the step by step way. But I have to wonder:

1. Is the statement in PHB PG. 208 that the multi-class feats power selections can be changed at each new level seperate from 'retriaining' as described in chapter 1.

2. If in the rule as written that the character gets the pact's at-will 'as an encounter power' not just as an at-will special usable once per encounter as some other multi-class feats describe in their text, then is not the multi-class 'your class' for purposes of replacing a power such as can be done at 13th? I wonder if the intent was for this to mean primary class that you created the character with or if the intent was to mean 'from the same class as the power being replaced'.

1. Switching the powers acquired with swap feats is not considered retraining.

2. You stick with the at-will you have chosen. Of course, you can retrain the MC feat, to get another at-will as an encounter power.
