Multiclassing - please explain

I'm not so sure of that. It would make paragon-multiclassing more attractive if you could, but normally you can't change your paragon powers.

Kurzak T, when you take a multiclass instead of a Paragon Path, you can switch one of your at-wills. Otherwise, no.

I have to agree with that interpretation, when you get a Paragon Path power it stays the same and can't be retrained, same with the extra multiclassing powers.
As a point of fact you can't retrain your normal powers to higher level powers, they are just replaced as per the character progression table.

I think a better way of looking at powers is power slots, for example at 3rd lvl you have a 1st lvl encounter power slot and a 3rd lvl encounter power slot, in the 1st lvl slot you must put in a 1st lvl encounter power, in the 3rd level slot you can put in either a 3rd lvl power or a 1st lvl power (as long as its not the same as the one in your 1st lvl slot). Then if you wanted to retrain the 3rd level slot because you had a 1st lvl power in it you could replace it with a 3rd lvl power.
IMO when you're retraining as long as you are only replacing one power for another i couldn't give a flying fig which one gets retrained to what as long as you have the right number of powers at each lvl.
