D&D 5E Mummy Lord spellcasting level.

First of all, I´m sorry if it has been asked before but I couldn´t find it. So here it goes: a friend and I were just discussing the mummy lord when he noticed the mummy lord is a 10th lvl spellcaster but has access to 6th lvl cleric spells. Is there a reason for that? Are we missing something? I´m quite new to 5e so I just couldn´t fathom that. Thanks in advance.

5e likes to weaken monsters. They should be at least a 15th+ level cleric.

I think any important villain in your campaign should be customized. The problem with 5e, they take special monsters and generalize them. Sure the stat block is fine for a general mummy lord, but your villain should have extra powers, spells, magic items, HP. Make him stand out like a boss. Don't even be afraid to tweak his lair actions and legendary actions.

Monsters and NPCs, particularly the more monstrous NPCs like a Mummy Lord, are not required to follow the PC rules in the Players Handbook for abilities: they are monsters, not PCs. While the Mummy Lord may be a 10th level spell caster for the purposes of save DC for its spells, it is more focused in certain areas like necromancy, being a powerful entity from beyond the grave. Most of this is done to provide a challenging and flavorful encounter/adventure for the PCs. In fact, looking at the Mummy Lord, I would probably replace Sacred Flame with Toll The Dead in the cantrip list, with fire (even unholy fire/radiance) not being something I would associate with the fire shy Mummy Lord.

It's a misprint. The mummy lord should be an 11th or 12th level caster.

Even though monsters use different rules, when it comes to the Spellcasting trait, monsters do follow the guidelines of full casters.

Version 1.2 of the mm errata 2016 does not have any correction to mummy lord. To sum up for op. Some monsters break the PC casting rules. You can as a dm make changes to the monsters if you think they are wrong.
