Mutants & Masterminds 2e: What PL is Heroes?

Note that since these are TV characters, not game characters, PL is descriptive, not prescriptive.

The reason I point this out is that it appears that no one EVER successfully makes a saving throw against each other's powers. Now this could mean every power has a "No Save" extra, or the DC's are just way too high compared to a "regular" person's saves.

That doesn't seem strictly true.
Sylar seems to make a successful save versus Hiro's power an episode or two back.

Good point about Peter having to use Variable Power. He's described as and acts like a power mimic, but you could NOT build him using the Mimic power in M&M, because he has the ability to store indefinitely and access the powers he's copied at will. M&M doesn't let you do that no power can add permanent value to a character.

He was reasonable up until Claude trained him, *sigh*. He and Hiro progressed at a ridiculous rate. Note that in Hiro's case, I'm talking about his sword skills. Hiro can still only barely control his powers. I haven't seen him do anything logical like "go back a day and try to kill Sylar again with his newfound sword skills".

By the way, some people say there's evidence that Niki is starting to gain Jessica's powers (and she definitely had them in the alternate future).

Some characters have specifically resisted each other's powers...but direct resistance in the show is very rare. The core issue is that, as I mentioned, no one has very high stats, they all have virtually extra defense and have not bought up their saves at all.

One very specific instance of a character using Extra Effort, for example is
when Parkman managed to pull Sylar's name out of HRG's mind, even when he was shielded by The Haitan.
