It looks an awful lot like there is no penalty for non-proficiency when using a Masterwork buckler or light shield.
This can be quite a boon for higher-level rogues, since it gives you access to several points of AC (or even 1 point at low levels.)
In addition, it looks like a Darkwood or Mithril buckler/light shield has 0 arcane failure, giving spellcasters (bards, wizards and sorcerers) access to more AC without having to resort to Shield.
This of course doesn't help Monks, since they lose their abilities for wearing armor instead of just suffering no Armor Check penalty.
Just wanted to see what everybody's opinion was on this. It looks like a game mechanic loophole to me, but it may have been intentional. I don't think it's a game-breaker or anything, but at higher levels gives you access to as much as a +6 shield bonus.
