The above is in addition to the normal half-dragon template abilities.
 

I'd say it's closer to around +10, like a Ghaele Eladrin or Noble Djinn. They have some tremendous bonuses, but they don't get the benefit of Outsider hit dice.

edit: Re-read the breath weapon. Normally I don't really consider 1/day powers to be worth much, but the Half Force Dragon's breath weapon could be devastating if used for one major fight. +12 seems right, yes.

(I gave it five minutes the first time. This time, it loaded much quicker.)

For everyone else here are my suggestions for the Half-Force Dragon:

LA +12 seem to high IMO. If the breath weapon was every 1d4 rounds I think it would be fair. Also the Rust dragon seems very over valued at LA +6 (for AFAICS NA +7, claws and bite, breath weapon line acid 1d4/2 levels 1/d, DR 5/magic vs metal weapons, Str +8, Con +4) unless I missed something.

IMO those are rather inconsequential but yes I did forget them. It does not change my opinion. The Rust dragon seems on par with the base half-dragon IMO (no Energy Immunity = DR 5/magic vs metal weapons, -2 int -2 cha = +2 con, reduced breath weapon power (untill level 22+) =[at least] + 2 NA).

As for the Force Dragon, 12 character levels is a lot (at least BAB -6, all save -4, skills -24, max ranks -12, feats -4, HD -12). I personally can't think of a comparable non LA character in the 13-20 level range that would not be obviously better than a Half-Force Dragon.
 

The higher the level at which you are playing the more reasonable the Half-Force Dragon LA becomes. By level 28+ I think the LA +12 would be well worth the bonuses.
