**My low level, low magic, mundane & oppressive campaign in a nutshell**

by the DMG standard this is below average.

but i would say it all depends on how things play out.

how you generate stats for the NPCs. and how many items you give them. plus things like SR, DR, and other spell like abilities or supernatural powers.

That's a good point. Something like a CR 2 Imp could probably have killed the entire party back when they were level 4 if they had no healing magic, as it could Invisibility, stinger, run, repeat and rinse, and if it took any damage, it would just heal it at a rate of 2 per round.

The main difference in this campaign isn't necessarily in the amount of treasure you give or the XP, which seem reasonable, but more to with the healing business and also I seem to remember you don't allow Item Creation feats (from the Feat Survivor thread)...

In our 6th level game, we each had 1 card from a deck of illusion, which we acquired at 4th level. Since then, we've used 4 of them. That's it for magic items. Oh, and arcane spellcasters aren't allowed.
