Name That Feat

I remember reading a feat that allows the crafter of a wand or staff to use his ability modifier, rather than the minimum required to cast the spell, for determining the save DC. But now I can't find it.
Does anybody know what it's called and where it is? I'm pretty sure it's in a Realms book or Rokugan/OA book, since that's what I was looking through most recently.

It's no feat, it just is.
At least for staffs in 3.5.

Might be, that there was such a feat for 3.0, tho.

Ah wait, you mean something else... that the ability of the creator is used instead of that of the user or the minimum. Hmm... can't help there, sorry!

You might be thinking about Enhance Item, an optional non-epic feat from the Epic Level Handbook, page 114. As far as I know, it is not in the Epic SRD portions.
