Narnian Epic Spell

I've not dealt with anything epic before, and when reading the epic level SRD I wanted to test my knowledge of the rules by trying to develop a hypothetical spell. I decided I'd try the White Witch's "Always Winter, Never Christmas"

I can't seem to possibly get the spell to within anything RESEMBLING a reasonable DC. The problem is that the area of effect needs to cover an entire kingdom... the exact dimensions of Narnia were never expounded on, but it's gotta be a number of miles at least, even if it is a relatively small realm. (A Horse and His Boy confirms that the eternal winter was in fact exclusive to the borders of Narnia)

I'd want something that has a permanent duration, and decreases the air temperature by 50 degrees or so. That way, you'd be able to get brief thaws in the "Summer", so no permafrost or mountains of snow, but it'd never actually be "spring". Additionally, it should prevent outsiders from entering (no christmas).

Any suggestions for how to make this work?

Eternal Winter, the obvious way:

Energy (weather control), base DC 25. Affects a 2 mile radius. Increasing area: the epic book is screwy on this count, and says a 100% increase in area is +4 DC, but then uses the same factor for increasing the radius of spells like "Dire Winter". So if we use screwy epic math, though, this gets a lot easier. Say you need a 20-mile radius to cover narnia, that's 9 radius increases, for +36 DC. Base DC of 61 for this spell and this area.

To make it permanent, x5 DC, pushing it up to 305 spellcraft DC. Not bad, all things considered.

Casting time increases of 100 days and 10 minutes can reduce the DC by 220. XP burning can reduce it by 200. Additional casters in the ritual can reduce the DC arbitrarily, depending on the number of available assistants you want to assume. So mitigate to taste.

This probably isn't legal. Increasing the radius to 20 miles really increases the area by 99 times, which is +396 to the DC. Making that kind of monstrosity permanent basically requires a ton of assistants contributing the highest-level spell slots they can get their hands on, as that's the only type of mitigation which is strictly unbounded by-the-book.

But then, Jadis wasn't big on sharing power.

I'm also trying to think of how you could manage "The Deplorable Word"... that one probably WOULD allow for large numbers of casters contributing slots, as long as you made it a contingency spell. "Triggered when anyone says _____". After all, The Deplorable Word was developed on Charn, where just about the entire nobility class has quite a few levels in spellcasting classes (probably sorcerer).
