I didn't answer all the minor questions because I told you a quick and easy way to get all of them answered. Google search "Complete Psionics pdf" and download it. It's much easier than trying to read it all here if I manage to type it up.

Tell you what though, you hang onto my email address and let me know if you ever do something Forgotton Realms related or similar. The 13 Kingdoms just has WAY too many changes to anything I could roll up. Mostly concerning stat allocation. Sorry for spamming your post. I'll edit all previous posts to read (deleted).

I don't have your e-mail address, but okay...... (if you want me to contact you that way at some point for an FR game, then send me an e-mail through EN World)
No problem on the spamming or whatever. It's hard sometimes to find the right game for a particular character, I know this well.
But I never deal with copies of materials I don't own. I pay for my gaming materials unless they're freebies from the publishers, like the Pathfinder Beta PDF or the T13K Setting Guide PDF. Ergo I won't search for any of it on the internet, and instead request bare-minimum rules details from players on whatever specific bits and pieces they want to use from books I don't own.
