This request is going to be rather vague. Sort of like going to the police and registering myself as a missing person.
There was an ad on enworld once, long ago. It linked to a city campaign site. I had this site bookmarked at one point in my life, but it seems to have up and wandered off.
IIRC, it billed itself as "the ultimate city based campaign setting" or somesuch. It was being released in chunks based on the section of the city (I think the merchant quarter was the first release). It was massivly detailed mapwise (almost excessivly - h19: joe the baker's son's house.) I can't remember anything about the name unfortunatly.
They hadn't released anything at the time, and I meant to go back ,but now I can't find it
