Need feedback on this

I need some feedback on this idea for my Nexus game:

Access

Some character have access to special gear or weapons beyond what normal characters can have access. This may be because of black market ties, lots of money and contacts, a military supporting you, or some inventor off in a corner building wonderful toys. This could be special spy gadgets and basic weapons, it could be military hardware including Power Armor and Mechs, depending on the Tech Level. If it is a common item or openly available in a setting then you don't require the Access Enhancement.
One of the assumptions with Access is that the character has the discretion to dispose of the equipment how they see fit. A high level spy may be able to get all kinds of gear and they will yell at him if he doesn't bring a lot of it back but he can destroy most of it and they will still give him more. However a Jet Pilot that decides to go off and do his own thing with a several billion dollar fighter will never have access to it again so that doesn't really count as Access. Characters in the Military don't really require an Access level. They have to do what the Military tells them to do with it. However if they get the gear through a Mercenary Company that they have part ownership of then it's not that big a deal.
Having the Access level doesn't mean that the equipment is free. You still have to pay for it, either in money or by going on missions for someone.

+1 LA Access
You have access to spy gear, special gear, gadgets, etc. This could include special silver weapons or some other specialized devices. You could have access to some light military weapons as well. You could get a vehicle with light armor and some weapons on it. You could get a space Transport in higher tech levels.
Example: Blade

+2 LA Access
You have access to heavy military personal weapons such as anti-vehicular rockets, SAWs, light helicopters with rocket packs, etc. At a higher tech level this could be Light Power Armor, Light Mechs, Small Fighters, etc.
Example: Batman

+3 LA Access
You have access to heavy military weaponry such as large Mecha, a small Starship, High Powered Power Armor, etc.
Example: Ironman

So let's see if I understand correctly, you take an appropriate level adjustment to be able to later buy equipment outside of the normal range of what you could purchase?

It seems like a penalty at early levels because you won't be able to afford anything the level adjustment grants you. At later levels, the stuff you get may or may not be powerful enough or applicable to the mission and so goes unused.

Cool concept and I am probably missing the point because of lack of context, but those are my thoughts.

The way to look at it is - build two level four level one characters. Then, give one regular access, one +1 access, one +2 access an done +3 access.

Then, level the guy with regular access to level 2. Is he now equal to the level one guy with +1 access?

Then, level the same guy up to level 3. Is he now equal to the level one guy with +2 access.

And, finally, level him up to level 4 - is he now equal to the level 1 guy with +3 access.

Taking it further - in a stand up fight, I don't think Batman at level 2 (level 4 overall) would be an equal to Iron Man at level 1 (also level 4)

The level adjustment for these doesn't go up with the character. A level 10 character with Access 1 would always have Access 1. He could gain something of a higher restriction level later in game but he isn't going to necessarily keep it or have it replaced with something as good. It's a one time thing. However that gear at Access 1 he would always be able to buy more.

A level 10 character with Access 3 could have a set of advanced Power Armor that if it was destroyed he could replace. He can get a hold of very advanced gear. Now the rest of his levels would be spent in class levels.

Not every level 10 character is expected to go toe to toe with each other. A level 10 fighter will kill a level 10 doctor very easily.

It's just a way to create some level balance for character creation. I have it for Magic and Magic Items but not entirely for gear yet. This is what I was trying to work out.
