Also, before you include a "New theory rule", make sure you don't mind giving the science officer this limited form of godhood. If he can just 'come up with new' theory, that amounts to actually changing the physics of the in-game universe.

If the new theory has a transportation application, then he just effectively redrew all the maps.....

Ever read Schlock Mercenary? the basic plot is that the science officer did that.....

No amount of theory creation will change the way an existing device works. Reality doesn't change.

Sure does. It's called Technomancy. Check out 'Mage: The Ascension' to find out how to alter reality by coming up with new, reasonably plausible theories.

Well since it is a universal system then Yes, every possible use. I was planning on having Inventor rules as well.
