Need opinions on a new feat.

I have a new feat / potential House-ruled ranger class feature idea I would like you guys to judge for game balance.

Prepared Action
Prerequisite: Dexterity 13
Benefit: You have trained to act quickly and utilize the initial confusion in combat to your advantage. If you act during the surprise round you gain an additional move action. Thus you gain a full rounds worth of actions during the surprise round as opposed to a single standard action.

Another working name I have for this feat is "Combat Ready."

Is this feat too weak/powerful? Would you choose it for your character? Does it need additional benefits? Which name do you like better?

It is useful, but sounds like it could be quite deadly in the hands of a rogue, who would be able to make a full attack (maybe twice, if he beats his opponent's Initiative roll) while his opponent is flat-footed and gain bonus damage for sneak attack.

I would probably pile on a couple more prerequisites such as Improved Initiative and Combat Reflexes.
 


Something about this sets off my 'dm paranoia' alarm. Not sure exactly why- I'd have to spend some time in deep analysis, and since the revised version of haste got put into play I don't think it'd be as bad as it used to, but still...
