Need some Unique Dragon Ideas

A DM friend of mine asked me to take control of a powerful villian in his groups game. The villian is in control of three dragons (A black, white, and a red. All are great wyrms).

He would like me to wreak havoc with the three dragons, but I don't want to just send them out saying 'kill everything.' He also wants me to have the villian focus on destroying/taking over several religions so that the villian becomes a god if the group does not stop him first.

What are some interesting and unique things I could do instead of just laying waste to everything in my path?

Each chromatic and metallic dragon types are associated with a particular rune. Each rune as a special resonance on Creation.

Red Dragons might be associated with the Rune of Earth, and/or Gold, and/or Richness.
Silver Dragons might be associated wit the Rune of Silver, Change and/or Humanity.

And so on. As you see fit.

By overtaking a type of dragon, the bad guy takes over the rune, and dominates all aspects of that rune, including the divine Domains that emanate from these runes. This villain may be a dragon himself, a dracolich, a spellcaster, or someone who has stolen the way to gain control of these runes.
 


Lets take a look at the abilities each of those dragons gets...

red gets discern location and find the path. Looks like a prime candidate for missions involving retrieving artifacts.
black gets plant growth, corrupt water, and charm reptiles. The black could be responsible for making trade routes through swampy areas inhospitable, and in general putting economic pressure on the nations or religions in the game.
white gets control weather and a few other weather-related abilities. The white dragon could be responsible for lower the temperature in crop areas causing mass starvation and migration.

Other than that,
Red can cast 0-9th level sorcerer spells and spells from chaos, evil, and fire domains.
Black can cast 0-7th level sorcerer spells.
White can cast 0-6th level sorcerer spells.

Red can cast spells like... gate. All of them can cast teleport. Red can also cast 'animate objects' and permanency. Having them cast things like planar binding can add several creatures with better infiltration abilities to the villain's indirect control. An order to infiltrate the religions, assassinate the leaders, and then assume command in disguise could even be a reward in its own for some lower planars, and not necessarily even require compensation.

Cool idea, but doesn't that slow their fly speeds? Also... problematic because it's limited to 15HD, and within one size category. Without even checking, I know that the red is in trouble... no Gargantuan dragons at 15HD.
