Because the standard, cliched answer to the question "Why hasn't anybody invented tech in this world when several cultures have remained at a standstill in high-midle ages development for a couple of centuries if not longer?" is "Because they have magic instead." FR in particular is guilty of using this as a justification for giving their cultures (espically demihuman, espically elves) histories thousands of years long but locking them in developmental stasis. So the easy way to break them out of that stasis is to nerf magic, at least for a while (necessity is the mother of invention and all that.)
I admit though that a world where magic and tech develop side by side would be interesting. I guess that that is what Eberon is supposed to be all about.
I don't really have anything constructive to add to the discussion so I guess I'll just shut up now.
