New Campaign; needs suggestions

okay so i am running a new campaign for a party of 2-4 party members and i want some suggestions on how it looks.

It is a oriental campaign so the following changes are made to the rules.

Paladin is now called Samaria, the samurai's power source is also internal so he no longer needs a deity or to be especially religious.

Clerics are now called monks. The monk loses any proficiencies with armors or shields, instead they gain their wisdom bonus to their AC as well as a +1 sacred bonus which increases to +3 at paragon tier, and +5 at epic tier

Rouges are now called ninjas. Ninjas can also enter the Shurukien Master Paragon path, (dagger master paragon path but with shurukien)

All characters start as a member of the Shinta Ton organization. Characters increase in the orginization by increasing their orginization score.
How scores change

+1/2 of character level
+3 trained in theivery
+1 trained in bluff
+1 trained in stealth
+1 performed minor mission for Shinta Ton
+2 performed major mission for Shinta Ton
+5 died in mission for Shinta Ton
-1 failed minor mission for Shinta Ton
-2 performed major mission for Shinta Ton
-5 died outside of mission for Shinta Ton

Bonuses from scores
0 -not a member of Shinta Ton
1-5- once a month may have Shinta Ton provide information on a legend, monster, NPC, location, or other information as requested
6-10- May request information three times a month; can have two level one Shinta Ton members accompany you for one day a month
11-20- May request information five times a month; can have two level one Shinta Ton members accompany you for three days a month; qualifies for Shinta Ton Elite Paragon path
21-35-May request information seven times a month; can have two level ten Shinta Ton members accompany you for three days a month. Can assign minor missions. Can invite people to join Shinta Ton.
36-Infinity- May request information as many times as you want; can have five level ten Shinta Ton members accompany you for five days a month. Can assign major missions. Can have Shinta Ton pay for resurections. 1/2 priced magic items from the Shinta Ton store room

Shinta Ton Elite Paragon Path:

Shinta Ton Elite path features:
Armored Shadow (Level 11): Gain Proficency with Scale and chainmail armor, If you already have proficeny with Scale and Chainmail then pick two skills to be trained in from this list: Stealth, Bluff, Theivery, Streetwise or Intimidate

Silent Wall (Level 11): Reduce armor check penalties by one

Swift Golem (Level 16):
Reduce armor check penalties by one( this stacks with Silent Wall), reduce speed penalties due to armor by one

Shinta Ton Elite Exploits:
Level 11 Attack: Select any encounter power of 7th level or lower from the Fighter or Rouge Power lists

Level 12 Utility:
Killer's Stance

Shinta Ton Elite 12
Encounter ✦ Martial, Stance, Weapon
Minor Action, Personal
Effect: When ever an opponent grants you combat advantage you deal an extra 2d6 damage, this ability stacks with damage from sneak attack and can be applied with all weapons and powers (ex: spells and stuff). This effect ends at the end of the encounter

Increase bonus damage to 3d6 at level 21

Level 20 Attack:
Select any daily power of 19th level or lower from the Fighter or Rouge Power lists

i'm confused: did you grab those organization score things from another source, or are they modifications of artifact concordance? because to be honest, i'm not sure that you need to wrap a ruleset around the resources PCs can leverage from the shinta ton. in all honesty, my inclination would be to handle that as story-based rewards and a quest generator, and not wrap it all up in a package the way you're doing here.

re: clerics, if you're going to convert them into monks, i suggest also improving their HTH damage every 5 levels (perhaps use the increased weapon size damages?): remember that they won't ever get magical weapons, unlike traditional clerics, so no bonus damage on a crit. also, how are you addressing implement keyworded powers? does the implement keyword just disappear?
 

You may want to clarify that a monk can wear NO armor to get his wisdom to AC.
Cleric (monk) ac at level 30 with demigod epic destiny granting 30 wisdom, 30 dexterity = 40 AC and no armor item powers or properties.

Paladin (samurai) ac at level 30 with multiclass feat in either fighter or warlord and Adamantine Soldier epic destiny using a heavy shield = 39 AC and resist 9 all damage. Throw in Plate Specialization and it's 40 AC.

Seems balanced enough, assuming you allow martial power for that epic destiny option. Without it, the monk is much better than the samurai, defensively.

Without stacking bonuses (I assume you are), you can only get to 28 faction with the Shinta Ton. I like the flavor of the mechanic you have for them. It's an easy guide for reference if you haven't played for a while and are coming back to them. By the format you have, I would guess this will be at least partially intrigue as opposed to hack and slash. As far as rules (except where noted above) are concerned, it's not outside anything available to other campaigns.

when the cleric is called monk he is a MONK!!! not a martial artist, think like the kind of guy who uses kanjis and spirits and stuff like that in my world he just doesn't get any armor but to fulfill the same role he gets a sacred bonus to his AC

Typically when someone is talking about a (quote unquote) Oriental Adventure styled monk they're talking about a martial artsy, kung fu fightin', Wong Fei Hung type bad ass, not Friar Tuck. Shaved heads, baggy pants, standing around all day in a monastery contemplating the secrets of the universe while beating each other up and all that. It was a completely honest mistake on his part.

I'm not sure what would fit the bill for you, but in D&D terms at least "shamans" or "shugenja" (spirits and elements respectively) might be what people are more likely to recognize.
 

Finished the Shinta Ton Elite Paragon Path!, Please comment on if, not sure it Killer's stance should be daily or encounter
 

I think that he is stacking bonuses - i.e. if you finish two major missions then you get a +4. I wonder though if people will start dying on purpose in missions so that they can get the +5 - it depends on how easy it is to get resurrected.

i am stacking bonuses, but if someone does start dying on purpose then they will be seen as performing a dishonorable task and will be kicked out anyway
