Actually Matt Forbeck's Dracula's Revenge boardgame uses something similar:
There are basically two types of creatures in it: human/vampire.
Humans get 6 AP and vampires 9.
There is also a reaction pool (AP to be used on reactions).
When a creature is active it may use its AP to do things (move, attack, turn) and you may give it reaction points to keep doing things.
Each thing the creature does allows an inactive creature to react to it using reaction points. You are limited to a single action though (so single move, single attack). In the board game a single move is a square, but this may be a boardgame thing.
Only one inactive creature may react to an event from a particular side, then the opposite side must do or react to something before you can react again.
What you describe is similar to this. And it may just work.
All you would have to do is workout how many APs people get, and how many APs are spent per action. In the boardgame ranged combat costs 2 APs while melee only costs 1.
This will however allow people to move, attack, move, attack unless you only dish out limtied APs.
