A Yammering is a minor devil which is assigned to specific individuals in the material plane. The Yammering is bound to the house (or whatever domicile) of the targetted creature. The goal of the Yammering is to drive its victim insane. The Yammering has several constraints to this endevour. It can not actually touch it's mark, nor leave the house, nor injure anyone directly.

Etherealness A yammering can become ethereal at will

If a Yammering touches the person it is assigned to turn insane, it become a slave of that person (as per being "compacted" with unlimited conditions). The terms of the Yammering's servitude must be outlined immediately.

After a Yammering has driven its first victim over the edge, they advance to 2HD and gain the ability Mage Hand as cast by a 10th level Sorcerer)

After a Yammering has succeeded with its second victim, it gains permenent Nondetection as per the spell and advances to three hit die.

After a Yammering succeeds with its final victim, it advances higher in the devil hierarchy

This is looking nice, but there are a few problems that I see:

1d8 (5 hp)
Typically, hit points are rounded down, instead uf up, but it's no big problem.

Attacks: 2 claws +1 melee
This should be a +3 attack (+1 BAB, +2 size).

Face/Reach: 2.5 ft by 2.5 ft
Even if its reach is 0, it should be included.

Saves: Fort: +3 Ref: +3 Will: +3
All of them should be +2 (base for a 1 HD outsider).

elemental resistance 20/-
There is no need for the /-. Energy resistance applies to all energy damage.

Skills: Move Silently +10, Hide +20, Search +5, Spot +5, Spellcraft +3, Sense Motive +5
It seems to have far too many skill points (around 39?). It should have only 9 (8 + Int mod). You might want to say that it has high skill boni, though.

It should have at least one feat.

Hope that helps. :)

You might also want to look for advice at the Creature Catalog forums.

"the yammering" from book of blood vol. 1

from the creature description you can pretty much guess what the story is about. they guy ignores the yammering until the yammering itself goes nuts and attacks the guy, so the yammering then becomes its slave...

i thought it was a nice twist on the imp idea

Its skill points and ranks are still too high. At 1 HD it has a max of 9 skill points (base 8 + 1 for Int).

Also- it cannot have more than 4 ranks in any skill. Monsters, like PCs, are limited to max ranks of HD +3.

Removing ability mods from the skills you list leaves:

Move Silently + 10, Hide +7 (I removed the size bonus here too), Search +4, Spot +4, Sense Motive +5.

He has 30 skill points listed which is 21 more than it should have.

Another suggestion, raise its HD slightly or remove its damage reduction and lower its CR to 1.

At CR 3 even with damage reduction, it only has 4 hit points (not 5) and one hit will kill it.
