Well, the average DC on this is gonna end up being 10.5 + ability mod. + level. So, in the long run it's a positive boost (somewhat).
The problem, however, is that it makes what ought to be simple casting with little to no chance of failure complete pot-lucks. If you want this feat to be viable, allow the caster the option to "take 10" on the roll at their option.
From a flavor perspective, this means that from time to time the mage may decide to control more power than he/she would normally be able to do. This introduces a chaotic aspect that may actually reduce the spell's potency. But of course, the spellcaster may decide the risk isn't worth it, and cast a normal DC 10 + ability mod. + level.
