New Feat: Improved Whirlwind Attack (please critique)

IMPROVED WHIRLWIND ATTACK [GENERAL]

Prerequisites: Dex 13, Int 13, Combat Expertise, Dodge, Mobility, Spring Attack, base attack bonus +6, Whirlwind Attack.

Benefit: After using Whirlwind attack, if you have dealt a creature enough damage to make it drop (typically by dropping it to below 0 hit points or killing it), you get an immediate, extra whirlwind attack against each remaining creature within reach. You cannot take a 5-foot step before making this extra whirlwind attack. The extra attack is with the same weapon but counts as the second attack in a round, i.e. it is at a -5 penalty. You can use this ability once per round; in no case can you make more than one improved whirlwind attack, even if you drop another creature. If you use the Improved Whirlwind Attack feat, you also forfeit any bonus or extra attacks granted by other feats, spells, or abilities.

Special: A fighter may select Improved Whirlwind Attack as one of his fighter bonus feats.

Hey, I like this concept. There's something a bit off about the implementation, though, and it does feel a tad too powerful to me. It almost feels like a Cleave effect but this character (according to the prereqs) doesn't need to have Cleave. So, suggestion #1 is basically to add Cleave as a prerequisite and allow the character to use the Cleave effect once during the whirlwind attack, but otherwise work it exactly like a standard Whirlwind attack.

Suggestion #2 is if you really want to let the character get double attacks on all surrounding enemies; make it an interesting choice for the character: when you make a whirlwind attack, you may choose to make TWO attack on each enemy but your first attack against each opponent is at -2 penalty and your second attack against each is at a -7 penalty. Bump up base attack bonus prerequisite to +8. I'm not sure if this is too powerful, but I'd prefer this type of implementation because (a) it's more elegant, and (b) it poses an interesting choice to the player, and games are more fun when players have interesting choices to make.

Sorry, but this is not a new feat. It is already an Epic Feat in the ELH.

You may make a melee attack against all opponents you threaten

In 3.5 whirlwind was revised to attack all opponents within reach. Basically the 'epic whirlwind' doesn't mean anything anymore.

They did this, I assume, to simplify the, "Why can I only attack opponents within 5 ft. if I'm a whirlwinding Giant?"
 

Good Concept for a Feat....

I like this feat idea but think that the pre-requisites are a little low. I would say bump the dex. requirement to 16 or 18 as you need to be more nimble to get to more opponents and If you want the character to cleave through opponents then I would definitely make the Cleve feat a pre-requisite. Hope that helps :)
