Maybe. However, I was making the assumption that armor makes it difficult to move in addition to being heavy, which is why it slows you down in addition to possibly encumbring you. A low-Str character with this feat would still move 15 in heavy armor because the armor would encumber him or her!

If the feat did nullify encubrance of armor I would definately add a Str prerequisite, but that isn't the intent of this feat. Although it would be a perfectly reasonable basis for a different feat.

Given all the feedback, the original version of the feat is still the one I plan on using.

I really like the idea.

Here's the version I'm using in my new campaign:

Stocky, Not Slow [Dwarf only]
As a Dwarf, you are able to ignore the movement penalty for heavy armor, so long as you are not encumbered.
Prerequisite: Dwarf, Str 13+, Fortitude save 4+, Heavy Armor proficency
Benefit: Your movement rate remains 20' even in heavy armor.

The "requirements" are very easy... it's not overpowered, so it shouldn't be a chore to acquire.
