Metamagic Feat - Focused Power

+2 lv adjustment on spell

When casting an area affect spell that requires a reflex save, you may instead make a ranged touch attack against the target. The spells effects are confined to a single 5' area and no reflex save is possible.

Hmm. Changing a fireball into a better/different scorching ray... does anyone have better examples why this should be useful?

The restriction of the area does not need to be stated, just state that only a single target may be affected.

Also, yes, I do believe this is a very weak metamagic for a +2 bonus. If a high-Reflex enemy with Evasion is that big of a problem, there are plenty of ways to deal with it using other types of spells. It's a very, very specialized situation, which makes the feat most likely a waste of a very valuable opportunity to take any number of other metamagic feats.

I really like the idea, particularly for situations where the caster's target is in melee with other party members, but +2 spell levels is pretty brutal. I'm actually inclined to say it should be +0, since giving up the area affect of a fireball is a major sacrifice, and all those high-reflex-save enemies are likely to have decent touch ACs, anyway (at least compared to a primary caster's crappy BAB).

I don't like the phrasing 'No Reflex save is possible'? What if the spell ordinarily allows a Reflex save? You're trying to negate a rogue's Evasion ability. Another mechanism would be to increase the DC of the save, and there's already a feat for that: Heighten Spell.

Yes I suppose +2 level modifer is a bit stout, it could be +1 but I dont believe +0 would be the right way go.

And yes the metamagic negates evasion, thats one of its intentions.

Would it be better to have a feat that turns spells into rays. Most or all rays have no save and require a ranged touch. I know that there are other feats that allow you to specilize with ray attacks. Maybe +1 level to the spell would be called for?

But, this doesn't really capture the solution to the problem. A wizard can get awfully tired of facing tons of things that have +15 Ref saves, take no damage from his spells, and then cut him to ribbons after they approach him unharmed.

I don't know that the original solution is the way to go, but I like the idea of turning an area of effect spell into a ranged touch spell. Swapping an attack roll for a saving throw can really hurt a rogue, and it has little application elsewhere.
