I don't like the phrasing 'No Reflex save is possible'? What if the spell ordinarily allows a Reflex save? You're trying to negate a rogue's Evasion ability. Another mechanism would be to increase the DC of the save, and there's already a feat for that: Heighten Spell.

I think that would be the very essence of what he is trying to do, yes. It's not a defect -- it's pretty much the entire intent of the feat.
