New Item: Everblack Torch- pricing?

Hey, everyone. I had an idea for a magic item the other day, and I wasn't sure what to price it.

Everblack Torch: This item is similar to an Everburning Torch is many ways, but its use is quite different. It operates in all ways like an Everburning Torch- it gives off light like a torch, but gives off no heat and can't be extinguished by smothering it or dousing it with water, and it even works underwater (as an Everburning Torch). However, unlike an Everburning Torch, this torch grants light only to the bearer. A person holding the Everblack Torch can see just as well as if he were carrying a normal Everburning Torch, but anyone not holding the torch cannot see the light created by it. Treat the bearer as if he were still in whatever light conditions that would persist if he weren't holding the torch for purposes of penalties on spot checks, miss chances from concealment, and anything else brought on by the darkness around him. The light from an Everblack Torch suppresses any Darkness spell of 2nd level or lower while the torch is in the area, but only in regards to the bearer.
Faint Evocation; CL 3rd; Craft Wondrous Item, Continual Flame, Darkness; Weight 1 lb.

Basically, it's a torch that only grants light to the bearer. What would you guys set the price at?

This really smells like a Divination effect rather than an Evocation effect.

How would it be better than goggles of night, aside from flavor?

Goggles of Night:
*Darkvision for one creature
*Distance 60'
*Takes up the "goggles" slot
*Cost 12,000 gp

Everburning Torch
*Normal light for all sighted creatures
*Distance 20', 40' shadowy illumination
*Takes no slot, but generally must be held
*Cost 110 gp

Everblack Torch
*Normal light for one creature
*Distance 20', 30' shadowy illumination
*Takes no slot, but generally must be held
*Cost ???

Basically, the Everblack torch allows a creature to carry an Everburning torch without giving away the fact. A rogue could stand in a dark room with it and no one would notice. The only advantage of the torch over the goggles is that it allows the bearer to see color (which darkvision does not). A rogue attempting to steal the "green" vase would appreciate that; otherwise, it just isn't going to have much effect in typical gameplay.

Rather than try to justify some formula, I'd probably go with 500 gp for the Everblack torch. Expensive enough that not every rogue will have one, but cheap enough to reflect that it's not that much better than the Everburning torch (in fact, a party might greatly prefer the much cheaper Everburning torch).
