New Magic Staff

I'm playing a Wizard in a high level campaign and want to create a Staff of Prismatic spells. Below is the relevant information, can someone help me crunch the numbers on cost? I've read the rules in the DMG but they're a tad confusing.

Caster Level = 15
Spells:
Prismatic Spray (3 charges) 7th Level spell
Prismatic Ray (2 charges) 5th Level spell
Prismatic Mist (1 charge) 3rd Level Spell

Oddly enough, there's no actual price modifier given for spells that use more than 2 charges.

3 charges divided by 3 works out mathematically if you price items like Staff of Defense.

The Price I come out with is 41030g.
Plus 300g for a masterwork staff.
Time to make 20 days plus time to make masterwork staff.
Cost: 20515g
XP Cost: 1641
CL: 13

With 1/3 price for a 3-charge spell, I'm getting...

(375 * 13 * 7) * (1/3) = 11375
(281.25 * 13 * 5) * (1/2) = 9140.625
(187.5 * 13 * 1) = 2437.5

11375 + 9140.625 + 2437.5 = 22,953.125 gp.
