I use something very similar in my campaign setting. Basically to cast a spell you must possess an artefact known as an elemental shard which grants you a set amount of power to cast spells (and this power regenerates over time).

0 level spells cost 1 point of energy to cast
1st level cost 2 pts and so on.

Of course, to learn to use this power a character must take a prestige class with their mastery over the element of their choice growing with each level they take. However their actual power is limited by the size of the elemental shard in their possession (the shard can increase in size and power by merging with another shard of the same type), so although a 10th level Earth Elementalist has the potential to cast 9th level spells, he cannot unless he possesses a strong enough elemental shard.

Spells per day are also limited only by the strength of the elemental shard in the mage's possession, and the mage may cast spells of any level up until the limit of the power of his shard.

There is a lot more to the system than just this, but that is a rough overview.
 

Peter, if casting spells will take as long as I think it will (out of game, looking up tables and such), I strongly suggest you don't use this system. Something simpler, with fewer tables, would be nice.

Oh well, I'll give you a bit of more specific balancing help next time I'm over.
 

yeah, I know that'd be nice, but I'm working off of what I have, those already posted are really bad and only give you how it pretty much works.

I'm still messing around with the numbers, just be patient.
