New Meta Magic feat

I'm thinking of trying to make a feat that will alow the caster to beter over come SR. I was thinnking that it would add something like 2 or 3 levels to the spell. This would add something like 5 caster levels only for overcoming SR.

Do you think this is balanced? How would you set the ranges.

Considering a spell caster can get a feat that adds +2 to caster level for beating spell resistance, and then in some books +4 that doesn't need to be prepared or raises a spell's level- your feat will need to increase the caster level much more than +2 to be competitive.

Here's a metamagic feat I have under consideration for our local game:

Penetrating Spell [Metamagic]
You can cast spells that pierce spell resistance more easily.
Benefit: You get a +4 to caster level checks to beat a creature’s spell resistance when you cast a penetrating spell. A penetrating spell uses up a spell slot one level higher than the spell’s actual level.
