Let's say I have a power like energy control (radiation), and take the "Flight" extra. Cool, I'm zooming around! Now, can I add a power stunt like super-flight that normally only applies to the base Flight power?

Absolutely. Really, when you're putting a power as an extra onto another power, you're making a new power with both effects, and you can use whatever extras are appropriate.

In other words, it may help you to think of the power like this:

Radiation Power
- Energy Control (radiation)
- Flight (stunt: super-flight)

The annual's got a more in-depth view of the power system, but the book is overall very Freedom City-heavy, so it's less useful to folks like me who don't use the FC setting.

Woot! I have to get the annual, I guess. I was hoping that was the answer, but wanted to be sure. I love this game system.

Second stupid question. Is a dodge bonus to defense (from super-dex or super-speed) able to stack with the basic defense that you buy up at 2pp per rank? In other words, let's say that I want a well-protected hero so I spend 20pp to buy up his defense 10 ranks (so his "AC" is 20.) Can I add the dodge feat (+1 dodge) and a dex of 20 (+5 dodge) and super-dex of 10 ranks (+10 dodge) to boost that defense by 16, totalling an unhittable defense 36? Or does the super-dex not stack with the basic defense, limiting me to (I think) 26?

My apologies for probably obvious questions as I learn the rules, and my appreciation for your answer.

Yep, that's the whole point of Super-Dexterity. :)

Besides, MinMaxing is very easily done with a system offering so much freedom, it's in the players' responsibility to make reasonable characters. ;)

Here's how I write down the powers and extras/flaws... that makes it pretty easy to see the dependancies.

Dimensional Travel +10 (Genetic Mutation)
» Extra: Teleportation +10
»»»»»»»» Stunt: Extended Teleport
» Flaw : Heroic Effort
» Flaw : Limited-One Dimension

Really? Weird.

Since super-strength doesn't add to attack rolls, I think a PL 10 maxed out bruiser can get a maximum of +16 (+10 BAB +5 str +1 feat) to hit. It seems odd to me that a min-maxed powerhouse could only hit the dextrous PC on a natural 20. . . made even worse if the dextrous PC was smaller than medium size. That's why I thought it might stack.

Yes and no, because there are skills and feats that can help you.

Big Bruiser with the Startle feat can make an Intimidation check to catch Mr. Dex flat-footed. Bluff and Taunt are 1/2 action skill use that also allow you to catch someone flat-footed. Area Effect attacks, they don't get to use their Evasion for the damage save (they do get it for the Reflex save for half of coruse), so Big Bruiser using Thunderclap can stun the DEX guy

Also the Feat 'All-Out Attack' lets you take up to -5 from your Base Defense to get +5 to your Attack roll.

I.e. there are LOTS of ways for everyone to do different things. Just got to use a lot of different combos to get them ;)
 

All righty, I'm getting the idea. Thanks, Karl -- I had missed a lot of those subtleties. I'm less twitchy about it now.

If someone turns an energy blast into an area attack with an extra, how do you handle the save? It probably isn't a "roll a ranged attack, use a DC 15+ dmg save" any more. Is it now "roll a DC 10+ reflex save for half damage on the DC 15+ dmg save" attack?

I have no doubt that's in the book somewhere. I just missed it. If only the book was right here. :)

Lets say Energy Blaster Boy wants to hit Speedster Kid, but can't cause he has such a high DEF, so he uses Extra Effort, to give his Energy Blast the Area Effect extra on his normal Energy Blast +10. Now Eergy Blaster Boy can spend a Hero Point to ignore Fatigue for using Extra Effort.

Speedster Kid needs to make a Reflex save vs. DC 20 (10 +power rank), if he makes it (and he probably will) he then must make a Damage save vs half the attack Power ranks; so DC 20 (15 +1/2 energy blast 10). NOW most speedster/dex people ignore their Damage Save as they max out their Reflex, so they have a good chance of at least taking a hit.

The Point of course is that you can't (or should not) max out ALL of your saves, you just can't afford everything :D
