DRAGONBORN FEATS

DRACONIC VITALITY [Heroic]
Prerequisites: Dragonborn, dragon breath
Benefit: When you use dragon breath, you gain 3 temporary hit points.
At 11th level you gain 6 temporary hit points. At 21st level you gain 9 temporary hit points.

DRAKE CLAWSTRIKE [Heroic]
Prerequisites: Dragonborn
Benefit: The drake clawstrike racial attack power replaces your dragon breath power.
Drake Clawstrike - Heroic Dragonborn Racial Power
You strike with your claws visciously at the unsuspecting victim.
At-Will
Minor Action - Melee Weapon
Target:
One creature you have a combat advantage against
Attack: Strength vs. AC or Dexterity vs. AC
Hit: 1d4 + Strength or Dexterity modifier damage.
Increase to 1d4 + 2 + Strength or Dexterity modifier damage and gain a +2 bonus to attack roll at 11th level. Increase the bonus to +4 and damage to 1d4 + 4 + Strength or Dexterity modifier at 21st level.
Special: When you take this feat, choose Strength or Dexterity as the ability score you use when making attack rolls with this power. That choice remains throughout your character’s life, and does not change the power’s other effects, but can be retrained.
You can't use this power more than once per encounter on the same target.

IRON SCALES [Paragon]
Prerequisites: Dragonborn
Benefit: You gain a +1 feat bonus to Fortitude defense and Resist 2 all against attacks that target Fortitude.


DWARF FEATS

STONECUNNING [Heroic]
Prerequisites: Dwarf
Benefit: You gain a +2 bonus to Perception and Thievery checks to detect or interact with traps set in urban or underground areas. You gain a +2 feat bonus to defenses against those traps.

WAY OF THE AVENGER [Heroic]
Prerequisites: Dwarf or Wis 13, paladin
Benefit: If you score a critical hit with Valiant Strike, you deal damage equal to your Wisdom modifier to all adjacent enemies other than the target.
If you hit with Holy Strike a target that you hit with Holy Strike at least once since the beginning of your previous turn, you gain +2 bonus to damage.

DEEPSIGHT [Paragon]
Prerequisites: Dwarf, Wis 13
Benefit: You gain darkvision and can sense your approximate depth underground.

STONEFLESH [Paragon]
Prerequisites: Dwarf, Con 15
Benefit: The stoneflesh racial utility power replaces one of your utility powers. The power it replaces must be 12th level or higher. If you do not yet have a power of 12th level or higher, you can replace the appropriate power when you gain it.
Stoneflesh - Paragon Dwarf Racial Utility
You tap into the power of your enslaved ancestors to find the strength to survive.
Daily
Move Action - Personal
Effect:
You gain a +5 power bonus to all defenses and a -1 penalty to speed until the end of your next turn.
Special: You must take the Stoneflesh feat to use this power.


ELADRIN FEATS

FOCUSED MIND [Heroic]
Prerequisites: Eladrin
Benefit: If a spell you cast triggers an immediate reaction or interrupt attack, you gain a +5 bonus to defenses against that attack.

MIND SCREEN [Paragon]
You shelter your mind with a wall of orderly thoughts.
Prerequisites: Eladrin
Benefit: You gain a +1 feat bonus to Will defense and Resist 2 all against attacks that target Will.

ELADRIN HIGH MAGIC [Epic]
Prerequisites: Eladrin, trained in Arcana
Benefit: Whenever you score a critical hit with a spell, you gain a +4 feat bonus to attack roll with the next spell you cast until the end of your next turn.


ELF FEATS

DEADLY ACCURACY [Heroic]
Prerequisites: Elf
Benefit: The deadly accuracy racial utility power replaces your elven accuracy power.
Deadly Accuracy - Heroic Elf Racial Power
You exploit the small opening your enemy just gave you and land a devastating blow to his body.
Encounter
Free Action - Personal
Trigger:
You just rolled a natural 19 on attack roll
Effect: You score a critical hit with the attack.
Special: You must take the Deadly Accuracy feat to use this power.

WAY OF THE ARCHER [Heroic]
Prerequisites: Elf or Wis 13, ranger
Benefit: When you use Nimble Strike, you can shift 1 square before the attack, and then 1 square after the attack.
You gain a +2 bonus on attack rolls with Careful Attack if you attack with a bow.

ELVEN AIM [Epic]
Prerequisites: Elf, elven accuracy
Benefit: If you miss with a re-roll granted by Elven Accuracy, you do not expend the power. You cannot use Elven Accuracy more than once per turn.


HALF-ELF FEATS

WAY OF THE DECEPTION [Heroic]
Prerequisites: Half-elf or Con 13, warlock
Benefit: Whenever an enemy adjacent to you provokes an opportunity attack, you can attack him with Eldrith Blast instead. You do not provoke opportunity attacks when doing so.
If you score a critical hit with Eyebite, the target has a penalty equal to your Constitution modifier to attack rolls against you until the beginning of your next turn.


HALFLING FEATS

NEED BEFORE GREED [Heroic]
Prerequisites: Halfling, trained in Streetwise
Benefit: You gain a +5 feat bonus to ability and skill checks to estimate the gold value of any item and to locate any potential buyers or sellers.

WAY OF THE ARTFUL DODGER [Heroic]
Prerequisites: Halfling or Str 13, rogue
Benefit: When you use Deft Strike, instead of moving 2 squares you can move a number of squares equal to your Strength modifier.
You deal Strength modifier damage on a miss with Sly Flourish.

SWIFTNESS [Paragon]
Prerequisites: Halfling
Benefit: You gain a +1 feat bonus to Reflex defense and Resist 2 all against attacks that target Reflex.


HUMAN FEATS

FLEE! [Heroic]
Prerequisites: Human
Benefit: The flee! racial utility power replaces one of your utility powers. The power it replaces must be 2nd level or higher. If you do not yet have a power of 2nd level or higher, you can replace the appropriate power when you gain it.
Flee! - Heroic Human Racial Utility
On a bad day, fear is what will keep you alive.
Daily
Minor Action - Personal
Effect:
You withdraw from the encounter. All beneficial effects that affect you until the end encounter end. You loose any unspent encounter powers and action points. You gain a +3 feat bonus to speed as long as you are running away from the nearest enemy that is part of the encounter, or for one minute, whichever is less.
Any ally that has line of sight to you while you activate this power can opt to use it as well, but they only gain +1 feat bonus to speed.
Special: You must take the Flee! feat to use this power.

WAY OF THE BRUTAL SCOUNDREL [Heroic]
Prerequisites: Human or Cha 13, rogue
Benefit: If you hit with Riposte Strike's strength attack, you may push the target one square.
If you hit with Piercing Strike and beat the AC defense as well as Reflex, you gain +1 bonus to damage.

WAY OF THE DEFENDER [Heroic]
Prerequisites: Human or Wis 13, paladin
Benefit: Whenever you gain temporary hit points from Bolstering Strike, one adjacent ally of your choice gains the same amount of temporary hit points.
A creature hit with Enfeebling Strike, in addition to the power's normal effects, cannot score a critical hit against your allies until the begninning of your next turn. (A natural 20 is still automatic hit)


TIEFLING FEATS

WAY OF THE SCOURGE [Heroic]
Prerequisites: Tiefling or Cha 13, warlock
Benefit: Whenever a creature deals damage to you while under the effects of Dire Radiance cast by you, the power deals Charisma modifier damage to the target.
You ignore Charisma modifier points of fire resistance when you deal damage with Hellish Rebuke.

WAY OF THE TWO BLADES [Heroic]
Prerequisites: Tiefling or Wis 13, ranger
Benefit: After you attack with Hit and Run, you gain Wisdom modifier feat bonus to defenses against opportunity attacks until the beginning of your next turn.
You gain a +2 bonus on attack rolls with Careful Attack if you attack with a melee weapon.

CHILD OF THE RAGING SUN [Paragon]
Prerequisites: Tiefling
Benefit: The child of the raging sun racial utility power replaces one of your utility powers. The power it replaces must be 12th level or higher. If you do not yet have a power of 12th level or higher, you can replace the appropriate power when you gain it.
Child of the Raging Sun - Paragon Tiefling Racial Utility
You are resistant to everything the sun-god offers.
Encounter
Minor Action - Personal
Effect:
Your racial resist fire changes to resist radiant until the end of your next turn.
Special: You must take the Child of the Raging Sun feat to use this power.

Cool feats, I'd use these in a heartbeat, especially Flee!, which is by fur one of the funniest and useful feats I've seen.
The Dragonborn feats are so full of gold it hurts, which seems to be the point.
Keep it up!

At 11th level you regain 6 hit points. At 21st level you regain 9 hit points.

I like them a great deal (flee! is indeed fun-sounding). The only one that caught my eye was the one above. I'd never tell anyone what to do, but we just might use it with only slight alterations. Just our thoughts.

At 11th level you regain hit points equal to your Constitution Modifier plus half your level. At 21st level you regain hit points equal to two times your Constitution modifier pkus half your level.

I changed it so it now grants temp HP. That way less text is needed to do essentially the same.

The class-specific feats now require either race or 13 in tertiary ability score.

Added deadly accuracy as elven heroic feat.

deadly accuracy is right on, I like it a lot.
 

I'm not particularly a fan of Drake Clawstrike. Honestly, it seems worse than basic melee attacks in every way possible. Might it be more beneficial to have the feat give Dragonborn unarmed proficiency and count their claws as light blade melee weapons? I'm not sure how far you could go with this, but increasing the damage die and/or offering ways to enchant the claws (directly, or indirectly through gloves or a third ring, for example) might also be viable options.
