New Spell - Energy Ball.

Chaos Ball.
School: Conjuration.
Level: Sor/Wiz 5.
Components: V , S.
Casting time: 2 rounds
Range: Close (25ft + 5 ft./2 levels).
Target: One Creature.
Duration: Instantaneous.
Saving throw: None.
Spell resistance: Yes
Description:

The Wizard makes a powerful ball of energy which shots out from there hands and hit's the target for 3d10+1 per caster level point's of damage on a roll of 20 the caster rolls a d8 for each affect.

1. Target's clothes itch (-2 initiative).
2. Target's density increases, reducing movement to half normal speed, -4 to initiative rolls for 1d3 turn.s.
3. Silence, 15’ radius centers on target.
4. Spell effect rebounds on caster.
5. Caster and target exchange places.
6. Lightning bolt shoots toward target.
7. Fireball centers on target.
8. Target suffers blindness.


( I reckon that looks about right. Though I think that maybe extending the range to Medium and saying the +1 per caster level damage caps at 20 would be appropriate.)

That is one heck of a confusing sentence. The caster rolls 1d8 to determine an additional effect if the damage is 30 or greater? What does the "each affect" refer to?
 

I think it should read like this:

The Wizard makes a powerful ball of energy which shots out from there hands and hit's the target for 3d10 damage (+1 damage per caster level to a maximum of +20). If the damage inflicted by Chaos Ball is 30 points or more, the ball creates an unusual effect. Roll a d8 and consult the following chart.

    These effects are kind of... neblous. How long does the initiative penalty last? What caster level is used for the various spells? What spell effect rebounds to caster? Does the target get additional saves vs the various effects?
    Just a few additional things to consider...

Maybe the duration should be : 1/round per caster level.

The ball inflicts 3d10 points on impact, and an additional 1 point per round. if a 30 is rolled on initial damage then the alternative effects can happen.

effects 1,2,3,8 last 1 round per level 4,5,6,7 are immediate



Two more suggested changes, purely flavor type thingys.

You might make it a 2nd to 3rd level spell as a ranged touch attack and call it Chaos Orb. However I do like the spell so far
