New spell question

Creating a Cleric spell that modifies silence to be just the outer rim of a circle so that the characters can be inside and talk to each other but can't be heard outside the circle

Range: Long (400 ft. + 40 ft./level)
Area: 20-ft.-radius centered on a creature, object, or point in space
Duration: 1 minute/level

For a higher level spell of 3 or 4 I would make the duration 10 minutes per level.

The spell reduces some of the negatives of being within the sphere while it grants a party a nice place to hide out while still being able to communicate.

So I am thinking 3rd level.

If I recall correctly, there was a 2nd edition spell in Tome of Magic that was called Circle of Privacy or Zone of Privacy or something along those lines (3rd or 4th level). That spell did pretty much what you're looking for ...

Hmm, I'll have to see if my friend still has that, I'll see a) if I'm remembering correctly and b) if there is an easy way to convert it
