New Spell: Sor/Wiz answer to Silence

Sabrella's Stammering Stutter (Enchantment)
[Mind-Effecting]

Bard 1, Sor/Wiz 2

Casting time: 1 action
Components: V, S
Effect: Target creature
Range: Short (25 ft + 5 ft/2 lvls)
Duration: 1 round/level
Saving Throw: Will negates
Spell-Resistance: Yes

The target creature becomes tongue-tied, incapable of any intelligible speech.
For the duration of the spell, the target cannot cast spells requiring verbal
components, activate magic items with a command word, use spell completion
or spell trigger items that require speech, or use any sonic abilities (such as
Bardic Song) that rely on verbal communication. Any such attempt results in
nothing more than stuttered non-sense.

I'm mostly concerned with assigning this as a Bard 1 spell, whether it
should be target creature or target humanoid, and the specific desciption
but I welcome any comments or questions. I'm doing this at work, so I have
no reference materials on hand.

I think the spell is good, restricting it to effect less may be good Idea, but maybe only for bards, as AFAICT they are the only ones who benefit from this (more then a wizard with silence).

I also like the fact that you speak nonsense whilst the spell is in effect!:)

Sounds good to me, but I would go with the "humanoid" limitation. I just can't see someone making it work on a dragon...

Like I said, I'm at work, but I didn't think Sor/Wiz got Silence. I thought it was a bard/cleric spell only. I agree about the humanoid restriction, though.

If you're at work, check the System Reference Document. There are sticky posts with links at the top of the Rules forum and this forum.

Silence is a Brd 2, Clr 2 spell.
