New spell, viable?

I want to use this spell with my current wizard and I'dd like your oppion on it's viability. (For those of you have have played it: yes, it has been completely based upon the spell with the same name from the game sacrifice.)

A dark cloud gathers and you can hear the sound of frogs croaking just as the first green form falls down.

Frogs rain out of the sky for 3 rounds. For every round roll 1d4. That is the amount of frogs that fall in every effected square that round. The frogs are unharmed from the fall. The frogs statistics are provided below. At the beginning of your turn every frog not attached to a creature moves towards the nearest creature (that isn’t a frog) at its highest possible speed. If it enters a square occupied by a creature it automatically attaches itself to that creature unless the target succeeds on a reflex save (equal to the DC of this spell). A save must be made for each frog trying to attach separately. An attached frog slows the creature down, reducing its speed by (a cumulative) 5 feet for every frog attached to it (minimum speed is 5 feet).
Every time a creature begins its turn in, or moves into, a square containing frogs it must make a reflex save for each frog or it attaches itself onto the creature.
Frogs that have attached themselves to a creature explode 2 rounds later dealing 1 point of damage to the attached creature (treat the damage as magical for the purpose of damage reduction).
At the end of the duration, any frog not yet attached to a creature vanishes harmlessly.

Seems like a lot of work to keep track of all those creatures and effects. I don't know that it's overpowered or anything, just hard to run. I do think there ought to be a provision indicating that big creatures don't suffer the full effect, if anything (the tarrasque moves at 5 ft. speed because a couple frogs fell on it?).

It might be easier to maintain the flavor while making the effect a swarm of frogs that could be more easily tracked.
 

Just treat it like a swarm that poisons...frogs can be poisonous via contact poisons. The first round the frogs attack the target, but this swarm then jumps away in a mass exodus on the next round and affects all adjacent squares like a blast radius. Any further jumping away thins out the frogs to make them harmless. To add additional challenge, all the affected squares are all slippery having the same effect like a grease spell for 1d4+1 rounds.
