New Waterdeep is noted in the FR Maztica products but also in the 2E Lands of Intrigue boxed set (which can be downloaded from the WotC downloads page and is hence more accessible).

This is correct (and the Lands of Intrigue reference is the best and most detailed one - which isn't saying too much, actually).

It's a coastal settlement in Maztica, north of Helmsport/Ulatos. It's still supposed to be quite small.

(As an aside, Fort Flame, on the Bay of Balduran, is another settlement even further north of New Waterdeep and is inhabited by a contingent of the Flaming Fist mercenary company out of Baldur's Gate.)
