If you want something to help with the magical infrastructure, take a look at an idea from my setting: Nexus Towers. Basically, these towers can gather life energy from all who live in their vincity, and convert it into magical energies. This energy can then be used to cast epic spells or create magical items.

Done right, this could solve the city's resource problems without needing too much in the way of agriculture!

Isaac Asimov's Foundation books also have a totally urbanized planet - the Galactic Capitol, Trantor. Because the first three books were written in the '50s, they have a pre-space-age feel. Some of the ideas might 'port to d&d: if high magic replaces naive 'high tech.'
