Yes, I would definitely suggest World of Whitethorn 1A: The Hamlet of Thumble for anyone starting a new campaign. It includes a mini-setting, a short adventure, DM Tips, an article: "Starting a New Game", pre-gens, new classes, spells, feats, and much more.

Another vote here for " Hamlet of Thumble".

Although, given the original list, I'd pick Forgotten Realms. I'm not a big fan of the FR, but it has the advantage of being able to stick just about anything in there and have it fit somehow. Also, a lot of people are familiar with it from the computer games. That can help.
 

I'd strongly reccomend letting him pick out a setting for himself. Take off your DM hat and let him work out the details. Get him a gift certificate instead if you really want to give him a gift that encourages his DMing efforts - Otherwise he might resent your efforts to influence "his" game.

I have an idea. I know the EN World staff already have a lot of work just maintaining the site, but I was thinking maybe it would be nice to have a page for people starting new games. Something with just a few module recommendations with links and helpful tips (like a short list from that thread started by Creative Mountain Games) might be really good for folks who are too shy to post threads asking for information.

I'd be happy to help write something up and even include a substantial excerpt from my "DM Tips" section in Thumble.
