I went back and forth on how to organize it. I did it both ways.
But I came to this conclusion--I wanted the book to be usable to the DM in the easiest possible way. Since we were expanding the info so much, all the text for a map will be approximately 30 pages. That is too much to group into subcategories. If I did, the DM would have to flip back and forth to find things one hex away from each other. So I decided to do it in order of hex number without dividing into groups.
BUT I agree there is utility to grouping. So at the beginning of each map chapter (and/or compiled in the back of the book), will be a map list with each map having the names of the cities, islands, lairs, citadels broken out. That is only one page of material for each map so that is easier to group together.
That was a design issue I struggled with and went back and forth on. I think I came up with the best way to do it.
