Non-System-Specific Settings...

Aside from Erde and Kalamar, are there any other D&D settings that consist of 90%+ setting info and very few (if any) mechanics? The reason I ask is that I'm looking to run some light-hearted fantasy using the new 7th Edition of Tunnels & Trolls from Fiery Dragon, but want to do it in a setting that some people have familiarity with - but to make it worth my tiime financially, I need said setting to be one that focuses on description, as opposed to fiddly bits. Any suggestions welcome.

[Edit: If you're an e-publisher who wants me to 'playtest' your setting in this manner and review it for EN World, I'd be happy to do so in exchange for a comp copy. That said, don't send anything along until I have a chance to verify whether it fits my needs - but by all means, feel free to pimp me your products on this thread.]

Privateer Press sorta did that. Though the first book, the Iron Kingdoms Campaign setting, was mostly the crunch of the setting, the second one, the world guide, is purely etting. And like 400 pages of it, I believe.

Stuff.

Cool! I'll have to check that out, pending one question - does the second book make any sense without the first? I think I recall somebody saying that it doesn't (i.e., the first book puts the second in context), and that might be a problem if it's true.
