Definitely pick up the character one first (don't have them right in front of me, it's the one that's not the gazeteer). It has enough background info about the setting to get you started plus all the great new classes to use. The gazeteer is good, and highly recommended, but not 100% necessary to get started, especially if you are using your own setting, a la Keyes' "Newton's Cannon" or Card's "Alvin".

I would still recommend NWA if you are looking for the character concepts. I assume True20 uses feats and skills? If you feel that the character-types are unnecessary because you have your own ideas on some and just want detailed info on the setting, then go for the Gazeteer. Personally, I think the character classes are just too good to skip on NWA, though.
