If there is going to be an arbitrary limit anyway, 6 is as good as any (the number of max sorc spells/day per level; the number of Cleric/Wizard spells per day plus bonuses with stats in the 20s).

If you are looking for a concrete rule then the answer is 'no, the only limit is the number of spells you can prepare and expend during each day of creation time'.

But not everything that can be made is on the random treasure tables.

Any spell can be placed on a scroll and the tables list only a fraction of the spells in the PHB.

Yes ok. But I think you know what I mean.

Random treasure tables don't have wands with 2 different spells in it either, and you know they don't exist (tho they might, with the aid of some supplements or HR).

It's just that there is nowhere in the rules an explicit limit on number of spells on a scroll. By the descriptions of scrolls scattered around the core books, it even looks like each scroll has 1 spell only (in fact, most groups probably just assume that). There is only 1 small table AFAIK in the DMG where scrolls appear to have possibly more spells, and that table says 1d6.

So if a limit has to be inferred from the core books, it is 6.
