I never thought of Death from Necropolis. Interesting.

So Hazlik, Death or Azalin. Maybe they will need Azalins help. I like the idea of the final deck of cards looking like the death scenes of each of the victims.

Hazlik is the Magician/Juggler. Death is Death. Azalin would be Judgement. Jaqueline Renier might represent the High Priestess, or it could be one of Hala's witches. Ivan and Ivana could represent the Lovers, or alternately the Emperor and Empress. There's a lot of different symbolisms you could take with this.

The World, though, would always be the goal.

They don't have to.

It's symbolism. Something like an old Vistana telling the players that "The Hermit's card shall be drawn in the court of the Lovers" tells them that the Hermit murder will occur in Ivana's domain. They arrive, and find an anchorite priest dead, clutching a lantern. Stuff like that.
