Off-Hand Parry Feat Question?

Must you exercise the full-round attack option to make use of the off-hand parry feat?

I'd say that you would have to take a full attack action since what you are essentially doing is attacking with two weapons (which requires a full attack action) and giving up all your off hand attacks.
