He actually fell through a time warp when he was shot in the raid on the first Death Star, and landed here and now. Then, he started robbing banks, with which cash he eventually started funding the private space race. When he makes enough money, he'll gather his wealth, get in a private spaceship, re-enter the time warp, and found the empire...so they'd have enough money to build 2 Death Stars at the same time.

Thinking that this would be enough to ensure victory- and honestly, who wouldn't- he never enters the time warp again.
