When pour onto & then rubbed into the scalp of any creature naturally capable of growing hair on their head & doesn’t have hair on their head at the time, their hair grows back at a rate of 1/2 inch per round for 1d12 rounds!
now how to make it...

The hair does grow even as you watch, but during your next Long Rest it all falls out, leaving you bald.
Some (vain) people use it on arms or legs, not head and face. Because they want the hairs gone tomorrow.
