Yeah, that's one of the horseman's main advantages...
That, mobility, and lance charges. And if they're good at it, spirited charge and ride-by attack.
I'm playing a mounted paladin (Halfling on a Riding Dog, actually) and while I have to agree with your statement, I don't think it paints the whole picture.
Ride-by Attack and Spirited Charge are both only useable with the Charge Action, so my character has exactly one type of maneuver to use in combat that makes use of his feats: Charge. Mounted Combat is the prereq, of course, but is totally reactive and therefore not under my control.
In 3.0 the "option" to charge wasn't always available because of the "all movement must be in a straight line" and "must move at least 10'" limitations, so I couldn't always make use of any of my feats.
We start in with 3.5 rules next session, and since 3.5 disallows charging through allies, I'm expecting my opportunities to be even fewer (unless/until my allies pay VERY close attention to my charging lanes). While it's really fun the few times everything comes together, it just doesn't seem like it's all that often to keep my interest in the schtick. YMMV.
On a good note, 3.5 DID clarify Ride-by Attack so that both the rider and the
mount are protected from movement AoOs from the target. And my halfling's lance now actually has reach (with all its ads & disads, of course) instead of just being a subsitute short sword.
