? on Identifing Magical Items

I scanned thru the top 8-10 pages and didn't see a topic on this so here goes... (BTW if I missed it just post a link and I'll be very happy)

I was wondering how you determine magical items abilities beyond the "single most basic function of each item" as defined by the Identify spell from the PHB?

Is their a higher level identify like spell I've missed or some other way to do it?

If not then how would you know what exactly that cool new sword you just picked up can do?

Uh... True Seeing doesn't help identify items at all.
