Howling abyss onslaught's attack line reads:

Attack: Charisma + 2 vs. Reflex, Intelligence + 2 vs. Reflex, or
Wisdom + 2 vs. Reflex. Increase the bonus to the attack roll
to +4 at 11th level and +6 at 21st level.


If it's a level 29 power, why specify the bonuses at 1st and 11th level?

That's a good question and, honestly, we dithered on that a bit. Ultimately we made a decision to go with precedent. If you look at the Spellscarred 13th level encounter ability Spellmother's Embrace in the FR Player's Guide, you'll see that their attack -- which shouldn't need to list bonuses for 1st level -- gives an 11th and 21st level upgrade path, just like we did with Howling Abyss Onslaught.

It's entirely possible this isn't necessary, but I didn't want to preclude some sort of wacky future feature of 4e that, I dunno, let you use an ability that's "uplevel" from your current one, or what-have-you, assuming that WOTC is paving the way for that somehow with this precedent.

Of course, it could have been an editorial error. But that's life in the third party world... :)
