One-legged halfling

I was thinking of reducing his dexterity and his speed (hey, he's a halfling.. he will be really slow..) but it seems to harsh to me specially if I don't give hime anything in return. It's not as if he had lost his leg during playtime, he decided to play a character without it and I don't think that should be punished.
There is a feat in Hackmaster for this???
The speeder could probably be simulaed by some kind of permanent tenser's floating disk...

Do not reduce his Dex, it affects lots of skills where you don't use you feet. Rather give him penalties to actions and skills where you use the feet, and make those penalties gradually smaller as gets used to beeing without the foot.
